Sorry to hear. They are thinking that there is no complete exemption for all courses and not at final stage of getting license. Can you show the exemption based on your experience for those courses? If not then it looks difficult.

Ok it is May Now !, only 7 months to apply again to Saskatchewan with your License this time.

See the process of the last months like a school, next time you are going make it.

I use a small white envelope with label on top printed PHOTO REQUIREMENT. I also staple the envelope on a A4 size paper so that in can not be missed or overlooked by a officer. Got AOR yesterday.
