Everything you need to know is on SINP's website. It's all out there, posted on their website.
But you came to the forums first. Fine, you can find everything there is to know about SINP's international skilled worker program on the previous 70 pages.

I'll cut you some slack.
At this specific page within SINP's website, you'll find all of their immigration streams, as well as all of the remaining "spots".
Basic text comprehension will allow you to understand that, for the international skilled worker - Occupations In-Demand stream (without job offer), the threshold has already been met.

The official website has it all. Serious inquiries I'm up for it, but I won't try and make people go through text comprehension if didn't learn it while in school.

As long as you have also attached a proof for English Proficiency it should be fine.

yes I attached the IELTS but it will expire in february 2015
and also I attached the TCFQ which will expire in December 2015

If your IELTS score was valid on the day your application was accepted, you are fine !

But just to avoid any risk you should book an IELTS test, CIC could introduce a rule for PNP related files too, you never know, as you may know they have already introduced new IELTS requirement for Express Entry !

what are the new IELTS requirements in the EE ?
 
I have a question would appreciate ur answer, CLB 9 means all 4 modules should be of CLB 9? What would happen if 2 modules under clb8 1 in 9 while the other one is under 7? Please need some clarification

search for the calculator tool and write all ur scores to know ur CLB

As per the below chart for CLB 9, you need to score level 9 in all modules, so in case there is less than 9 in any module you will fall in CLB 8:
