I have been nominated for SINP on 12 December and I have accepted nomination and got 600 points. So, My CRS points are 974 and I will be selected in next draw.
I have read about Saskatchewan and it is cold place ( -15 degree as of now). I want to try for other province in next year rather than moving to Saskatchewan.
Isn't it too late to read about Saskatchewan? You applied, got nomination and accepted as well and now you have read about Sask? Anyway
Now, I do not understand whether I should proceed or not. How can I request SINP to cancel my nomination ? So, that My Express Entry profile can be used for other province.

Can anyone please guide what I should ? I am really very confused and most likely to get ITA in next draw. Thank you for help in advance.
You will indeed get an ITA in the next draw but if you decline, you will still be eligible for next ITA as SINP points will be still available. Without SINP nomination points of 600, your score is 374 and that is a very low score, you will not get a ITA without PNP nomination of some sort. As your score is not above 400, you can easily rule out Ontario, maybe you can apply for Quebec when it reopen in Jan. My suggestion is to go with SINP nomination but if you really want to cancel due to weather etc its your choice and you can request SINP to cancel nomination
