Shall I book the ticket now or wait for the stamped passport?

I'd book the tickets for week 6 or 7 from today. Recent SGVO COPRs have taken 2-5 weeks.

Hi. I called IRCC to ask for update and the agent mentioned that my file was transfered to Singapore Visa Office. He emailed me the details and said that they only can update me now.

That's plenty of time. COPR is a formality. Just go and book the tickets.

Where is it? Is it New Delhi?
I saw people from New Delhi visa office get back their passport with copr stamp within 1 week.

Yes NDVO stamps in 5-10 days. Just send SGVO an urgent email asking them to issue a letter for your spouse for NDVO.

@xibalban is from Sikkim, nearest CVAC is Kolkata but he could also send it to Delhi.
