It really depends on them... In our case we choose CEM and in our aor from cio it was sign by CEM but it was forwarded to sgvo and our efforts to ask our agency to request for transfer to CEM seems pointless as they keep insisting that vo will only grant if vo feels that there is program integrity blah blah blah.... In short need to wait. I knew someone who process his own application and when they forwarded his application to sgvo he requested for transfer and was granted... Now he got the medical request from CEM.....
For all of you processing your own papers, you can try to request for transfer as thr only thing they say either your application be granted or they will make lame excuse to keep your application stay.
