True but remember that link I showed you where the applicant got a surprise interview letter after PPR? They didn't get Decision Made yet before attempting to pick up the passport. Decision Made is either a refusal or visa granted. Never is it an interview when u get DM.

Seeing as how your case is not possibly a refusal, it's got to be a visa. It can't be a refusal since they will never refuse a case without an interview first, unless it's clear the applicant is ineligible to be sponsored.

As for phamhainguyen, you should start making plans as to when she will be arriving to Canada, and get your spouse to make plans for selling off any property and bringing money over to Canada. Of course, don't actually go through with these plans until visa is in hand.
