The instruction that we received said, to put Name of Applicant and Date of Birth on the back of only 1 of the 4 photos.

As for the specification of the photos, it seems Canadian immigration only uses 35cm x45 cm. So as Sama2012 says, may be this is the correct size.
When sending something to the Visa office, you can put the document inside an envelope and on the envelope write down in big capital letters, the File Number and the Applicant's Name & Date of Birth and they will be able to match it with your file. Then you put that envelope inside another envelope on which you write the mailing address of Singapore Visa Office. You can use any 'From' address. They will only communicate in the e-mail address or mailing address that they have on your file (not the From address you use).
