As others have suggested in this thread, I encourage you to order GCMS and see if the "local" officers left any note documenting why an interview was needed. If things are unclear please escalate to the Canadian officers at SVO. Again it could be just a random pick which should never happen.

You should order another note now after the request day, so your note will capture the reasons. If his local staff did not properly provide reasons or concerns on GCMS, definitely write to him.

I just get another email from ATIP informing me that they can't process my request for notes because I, the f*cking sponsor, the person my wife is consenting her file notes be released to, didn't sign the Representative portion they added in a month or so ago... icing on the cake? I'm not her God d*mn rep!! We never submitted the use of rep form.. and incompetent cic has my number and email for my wife's contact and sent me AOR2 and the interview queue.. it's like a baboon is working my file.... unbelievable

Oh boy. Write to Mr. Richter already and ask him directly as to why an interview was needed and ask him to copy you the reasons given on GCMS. Immigration is a hassle especially for Family Class, everyone goes through some sorts of delay/problems at some points but the end shall come.
