omg processing time in singapore is now 28 months...are they crazy!

please help!!! what will happen to pending application in Singapore as livein caregiver when the applicant finished contract already while processing. According to cic her paper will be closed once the applicant go home to her own country. What is the best thing to do to continue process the working visa. I cant email singapore embassy bec i dont know if they will answer my inquiry or they will not entertain it bec the processing is 28 months and the application just sent Nov 2010.
