I would like some help on deciding what our best options are. Should we apply for a super visa for my father, or should my mom or anyone of us sponsor him?

We are a family of seven

Father (Not Canadian) - Self Employed Working abroad in Saudi Arabia Annual income about $ 100K

Mother (Canadian) - Currently living in Saudi will move back by the end of the year (Home Maker)

5 Kids all Canadian
I (27 years old) work in Saudi Arabia as an Architect - annual income about $36K
Older sister (29 years old) living in Saudi Arabia currently not employed
Younger brother (24 years old) in University in Toronto - currently not employed
Younger brother (Minor) in Saudi in high school will be moving back to Toronto at the end of the year
Younger sister (Minor) born Canadian currently living in Saudi Arabia will be moving back to Toronto at the end of the year.

My father would like to have the ability to freely visit us, after which he is planning to leave Saudi Arabia and permanently live in Toronto with us.

What is the best way to make this happen?
Please keep in mind my father used to have his permanent residence status but lost it because he spent too much time going back to Saudi Arabia to attend inheritance hearing which have yet to materialize.

The best option for your father is not super visa, but spousal sponsorship - your mom sponsoring your father to come to Canada for immigration, while your mom is still in KSA. See this link for details:

Generally speaking, as long as he maintains his PR residency obligation, he can freely visit you and even permanently live in Toronto with his children.

Was there ever an Immigration hearing about his PR status or did he fail to appeal refusals e.g. for a Travel Document or a sec 44 report. If there was no formal process to revoke his PR or he has not lost it by appeal inaction then under the 'loophole' that a PR meets the Residence Obligation by accompanying a Canadian Citizen abroad he may not have to be sponsored. If this is the case he just has to apply for a travel document enter Canada and apply for a PR Card.
 
Right, sponsorship of parents is currently on hold and super visa would only give him the right to visit. If he has truly lost his PR, it would be best for your mother to sponsor him.

However, like already said, if there was never a hearing or an official revoking of his PR and he never renounced it, he still has it and as long as he has in the past 5 years a mix of 730 days in Canada and outside Canada living with his Canadian citizen spouse, he meets the requirements and can apply for a travel document to get back and a PR card when he arrives. If he doesn't have that yet, he can continue to stay outside Canada with your mom until he does. If they never officially revoked his PR and he did not renounce it, they must look at the past 5 years only when he applies for a travel document. They can not go back in time and look at some other period in the past and say he lost his PR then.

If he has officially lost his PR, your mom can sponsor him for PR again. As a Canadian citizen, she doesn't have to be in Canada when she applies but if she isn't, she will have to prove intent to move to Canada when he gets his PR.
