Should I notarize passport copies??

When we went to the bank they asked for the reason of the notarization. They told us that they where no longer allowed to notarize documents for any visa office.
Some rules are very strange.

Looks like every state is different I just walk to Bank of America across the street from my office and ask them to notarize the papers, they just do it with out asking anything at all, they just told me .."Thank you for coming to BoA"

That strengthens my thought:

I can not just have bad luck all the time, it's different:

Sometimes I loose-
and somtimes the others just win.

Either-or...

But I don't know how long it takes to get used to it...
