My rejection letter also mention CPC Sydney. I think this is where the initial processing takes place before being transferred to the nearest VO (or the least busy one).

On the sponsor approval letter I received it stated this information. The letter came from CPC Sydney. I haven't received any other information it might be somewhere else.
Sydney is the receiving office where they decide on sponsor approval and where they direct applicants to complete biometrics and medicals. Once those are complete, they will transfer your file usually to the closest VO to where your applicant lives. Thought this may not be the case as some Germans applicants have the Austria VO, etc. According to IRCC this is to "share the load" when VOs are overworked vs others that are underworked.

Your right .. after the sponsorship approval/eligibility’s email …. Usually they transfer the file for further processing to the PA’s country of residence.
