Seems to be very much based on the office that processes your application, where are you located ?.
I completed my test on July 2022, then nothing until Dec 16th where everything was changed to completed but still no decision or oath date.
Today I saw a case on FB page, completed her test 3 years ago and nothing happened since then

When I applied I was living in North York, Ontario. Not sure where my application is getting processed. Now I am living in Scarborough, Ontario.

3 years and no update is pretty crazy man.
3 years delay might have happened because of COVID. COVID came into limelight almost 3 years ago.
Also at that time, it was only paper application, which has more chances of getting misplaced. Online application is in the system. No can deny that.

Just called IRCC to ask when my background check was started and he wasn't able to tell me, he said he only could see that security is in progress. The rest hasn't started, waiting on the background check result.

Thanks, I saw people asking to reschedule oath ceremony when they’re abroad. Is it advisable?
This is not necessarily the case. My most recent update was on Dec. 16 (all completed) and not even a decision made in the old ECAS system.
There are others in this state since May and I saw cases stuck since 2019.
Check ECAS to see if you have a decision made, I don't think the local office will even start looking for oath dates until the decision is made.
