Yes but it also mentions that once the officer reviews and validates the test, the status changes from “In Progress” to “Completed”, which can be either pass or fail.

After you take the test, one of our officers will review your result to make it official. They’ll record your official test result as 1 of 3 options:
Your result is only official after this review.
Your application status will show as “completed” if you received a pass or a fail.
Your status will show “in progress” if your
- test hasn’t been reviewed yet
- test was cancelled and rescheduled
- results were invalidated
If it is updated from “In Progress” to “Completed”, the IRCC link shows it has been reviewed and has become official. Correct me if I am wrong, what you are saying is that “Completed” means that the test has been attempted and has nothing to do with the result being declared as official or being validated
