There are! You can search for immitracker and filter FSWs and country of residence. They can’t travel though due to restrictions unless they’re from the US.
I'm pretty sure this means, they'll prioritize CEC and Inland applications 'til 21st Feb. PPRs will be rarely seen for us Outlanders. Don't hold your breath.
The restrictions have been there since 18 March, Canada just extends it every month. If you check immitracker, only a few, but you’ll see PPRs for FSWs even for those with October 2020 AOR.
But you’re correct, IRCC just published last week that they’re at full capacity on CEC applicants while other streams may experience more delays.

Yes, if Outlanders can't get in... no point in processing their applications... so, this makes sense to me. Hopefully, they'll start back on FSW and PNP once they've cleared CEC backlog.

May I ask, bio was exempt and medical was Nov 12 (done before) OR you submitted bio on Nov12?
I have submitted Biometrics on November 12. Medicals submitted upfront along with the other documents on September 16th.
