R10 is also called Completeness Check
Recommendation = Pass is part of Eligibility Review; an officer has to review the file and only then will Eligibility be conclusively passed

R10 is the Regulation 10 of IRPA and refers to the completeness check, which is the first stage of processing see https://bit.ly/3oKQ8cS

As per IRCC:


Acknowledgement of receipt (R10 passed) letter
An acknowledgement of receipt (R10 passed) letter is issued to an applicant (or their representative, if applicable) once their application for permanent residence has passed the R10 completeness check. The letter is issued by the Centralized Intake Office. If the application was submitted electronically, this letter is sent to the applicant (or their representative, if applicable) via their MyCIC account; otherwise, the letter is sent by mail. This letter should not be confused with the electronic receipt of the application for permanent residence letter. This is the official acknowledgement of receipt letter and it may be used to support a bridging open work permit if all other requirements are met.

Recommendation Pass: means that all your documents are on file and based on this the completeness check is passed. If you had any stat questions, issues with age, missing documents etc, then it would have been Review required.


CEC - Canadian Experience Class
TFW - Temporary Foreign Worker, if you are in land on a WP

RC - Reporting centre, i.e. the office to where your application has been assigned and LC is the officer number who assigned your application.

The next step would be eligibility, where your notes will have calculation on your CRS and MEC.
