The best time to call them is few minutes before 8AM EST on weekdays. The wait time is like 2-3 mins and agents are little helpful since it is start of the day

Did you ask the dates of when it was passed? You’d sort of be able to judge then . Although no one can tell for sure

I didn’t ask for the dates. Can the gap between here and PPR be too long? Weeks/months?

I think you are talking about photo requirements. Just go to a photo centre and show them these requirements and tell them it is for PR. I went to Costco and they are one of the better ones for photo.

Most cases of security delay has to do with eligibility or background review. As you rightly said instead of speculation I think you should order GCMS notes it would give you a clear picture. Or maybe the speed rush of Ottawa has ended and now they are taking a break .. In my honest opinion wait for a week and order GCMS notes.

Security will only start after eligibility is passed. The eligibility takes place in 2-3 stages. First a case analyst or assistant will review the documents and make a recommendation. Based on the recommendation the status of the eligibility will change to "Passed" / "Review Required"/ "Met" or not met. Then the officer will review the recommendation and make the final determination. Only after the final determination has been made, the security will be initiated.
