As per the ongoing trend, it looks like CIC is taking 4months on maximum PR applications from the date of AOR. Looks like the wait is long !

That is right. Wait times are only getting longer.
Yes ... also the fact that IRCC is taking 4 weeks for MEP now compared to ~2 weeks earlier shows that the volume is probably increased for them to process. So, unless something dramatic happens processing times will take a hit.

Is the processing or waiting time dependent on the stream of the applicant? From time to time i get to see the other threads and i noticed somem do get lucky in terms of lesser wait times, i know nothing is definite but just wondering if the stream is indeed a factor?

Not much although PNP is relatively slower than other streams (based on CIC data for 2017) but you will see many PNP candidates get PPR soon as well.
