US residents send passports to Ottawa, however I think you will need to request a change of location for passport transmission from New Delhi to Ottawa.Ok so I would need your help and suggestions as well.
I am US resident as well, and I just email NDVO (Just as many people were doing ), couple of hours ago. And they sent me PPR.
Now the only issue is that PPR is generated by New Delhi Visa Office.
Will it be an issue if I send my passport for stamping in LA?

It's really dependent on the officer handling your file. I would say an officer confirming the agent's notes and passing eligibility takes less time, the confirmation itself, not the time between the recommendation and the confirmation which can be a few months like in our case. Security can take days to months, and even more if there's security screening.If no security screening, which one take more time ? eligiblity or security ?
