Hello Landagirl, i had been trying to link for a while but it did not work until yesterday. it seems there is not one rule but multiple logics. This worked for me.
Enter all details of the sponsored and not the sponsor.
Try sponsored's last name, first name, location, country, province mandatory fields only etc.
For status try true status or single. Sometimes its entered single by mistake
Number of applicants try 1 or 2. For me it worked for 2 although its only one.
The last two fields mentioned above try permutation combination because u only get 5 tries in 24 hours
 
Received the AOR e-mail early this morning. It came to the PA (me) instead of the sponsor, which I saw also happened to several other people.

This worries me a little? I mean, ours was sent to the correct person, but why are some of the AOR1's being sent to the sponsored person? Was the form filled out wrong? Are they in such a rush they are making mistakes? If it's a mistake on the officers part, I hope those errors don't filter down...

That's the only logical explanation. For example, I've noticed in the PDF file accompanying my SA (I'm the sponsor), CIC listed my wife's work address under my name! Go figure!

Son of A Gun, I was just looking at your timeline.. You got SA a month after AOR? .. Isn't that a bit unusual? On our September spreadsheet the average is about 10 days I think..

They received our packet on the 27th of Sept, got the AOR on the 22nd of Oct, so a bit under a month. It could mean they are slowing down or there was an influx of apps that have resulted in a higher workload.

I know that AOR takes about 3 weeks, that's normal. But usually SA comes shortly after, about a week. I was just surprised his took a month to come.

Yes, you're right! I think it's because I'm the only August and September member who filed his application in French!!! The francophone division in Mississauga - I've been told - is understaffed and takes a lot more time than its Anglophone counterpart to process files. That explains probably the 80%-20% standard of CIC.

Or maybe I was just unlucky. As one member here told me: CIC just work that way. No accountability , no liability. Pure lottery!

It could be the French thing! I thought about doing our application in French too. My reasoning was that there would be less applications done in French, so maybe processed quicker? I decided against it in the end.

I have tried it all, including using his state as his hometown. I am locked out for the day so I will just wait until I get an email or my 33 days are up and I will contact them and see what the heck is going on. This is frustrating as you would think after almost a month of them receiving it, you would be able to link it. I did not go all crazy and send in a box full of information for them to comb through either. Oh well 6 more days to worry about it before I can call and hopefully get some kind of an answer.

Don't be surprised. I still haven't received my SA yet. It's been 10 days since AOR. There must be a hold up somewhere. Praying for some good news this week....

I got my SA after 15 days and i think they have more backlogs in September or may be because of less working days in September

I'm guessing you will get it this week. I am just relying on the numbers on the spreadsheet to be honest ;)
 
I tried checking status of my app on ECAS today with my (sponsor's) details i.e. UCI, birthdate and country. It says "in process" and shows status as follows:

1. We received your application to sponsor XXXXX XXXXX XXXXX (sponsored person's name) on September 26, 2016.
2. We sent you correspondence acknowledging receipt of your application(s) on October 20, 2016.
3. We started processing your application on October 19, 2016.

Tracking showed that it was received on 23rd, but it says 26th in the status.

From what someone posted after I made the same inquiry is that, the 26th is when you were able uo link your app on mycic
