I've wondered this myself, but there seems to be no rhyme or reason behind it. I even ordered GCMS notes to see if it would shed any light on it, but unfortunately nothing on it to hint at the reason behind it not being kept there. I think it's pure luck to be honest.

Received: Sep 9
SA: Nov 5
Asked for passport (send copy to Vienna): Nov 21

BTW CIC has issuing AORs. October applicants are receiving them. I got mine this morning.

My husband and I finally received SA this morning.
CPC-M received our application on Sep. 19th. It took a bit long but, no problem any more.

I just have a question, by the way, on the confirmation letter, CIC said that my application has been retained at CPC-M for further processing.
does that mean they work on my application at Missisauga ? it was supposed to sending to Manila.

Recently Mississauga has been processing the whole application (Stage 1 and Stage 2). Why? The general consensus is CIC is trying to reduce the timelines for certain visa offices which have a large backlog. It is a good thing, Mississauga has been processing applications a lot quicker than your intended visa office.
