Long time lurker, just joined to post some good news and ask a quick question!
I just received my Ready for Visa email on the 16th, and my ECAS changed to 'Decision Made' late night on the 17th.
My question -
Note: I'm from India (Visa required), but am applying from within Canada (Toronto). The CIC says, in the Ready for Visa email, to "Submit all documents by mail in a single package and send to the following address: CPC – Ottawa – PR, PO Box 9780, Ottawa ON, K1G 4B9." Does anybody here know if that means it has to be a standard piece of mail? Can it be a courier requiring a signature? I know they ask for an Xpresspost return envelope, but I'm wondering about how all of the documents and the passport is sent to the CPC in the first place. I was thinking of doing it via courier, but they don't mention a separate address for courier, which makes me think it has to be by regular mail. Any help clearing up the uncertainty would be appreciated!

Mar 16, 2016 - Ready for Visa Email
Mar 17, 2016 - ECAS "Decision Made"
