That's not correct. A cover letter is NOT mandatory, you may write a letter to the VO if you want to
point out things or explain something, but it's nothing you have to do.

I read somewhere, some ones file was returned because a cover letter was missing and this was prior to issue of file number.

That's not a thing. Maybe that person missed the letter of reference, not the cover letter.

And CIC ask applicants to not send extra documents.

That's exactly it, you can submit one, but you don't have to and your application will not be returned if you do not submit one.

I've seen MRs on Sundays, not sure about Saturdays. But you'll get your MR next week for sure
