I asked my friends (who got PR under FSW category), but nobody wasn't in the same situation... so this is just in my view...
My PER said that I should inform the VO of
ANY CHANGES in my application include a letter identifying what the changes are and any relevant supporting documents.
How about you?
CIC website also informed that;
You may be able to avoid unnecessary delays by:
- notifying the visa office of any changes to personal information on your application, such as your address, telephone and facsimile numbers or a change in the number of dependants; and
- avoiding repeated inquiries to the visa office.

Therefore, I believe that sending your new work permit is better than waiting.
It's the same thing as yours in your PER. But then, there's no changes that I need to notify them because i do have the same employer, work address and position with my old permit i just renewed it. And right now I don't know where to send it because they will forward my papers in Manila (VO) for further processing. MAybe i'll just wait for their email if they already received it(VO).
