I think Kenney made an empty, easy promise to people who vote for him and don't know anything about immigration. what they hear is "more workers in categories we need (like doctors), less people who are trained in God-knows-what". You gotta admit, to an ignorant conservative Canadian, that sounds good. Even would sound good to me, if it weren't for the fact that I know more about this subject. I think Canada needs doctors much more than it needs me.
Truth is, it is very hard for a foreign doctor to get to the point where they can actually be a doctor in Canada. Watch this 10 minute documentary (French with English subtitles):

This is not only in Quebec, this is a problem that excists all across Canada. Why are these available residency spots not filled? Isn't it really sad that a doctor comes to Canada, sees that (s)he is needed, but can't get to the point where they're allowed to practice? Address that first, Kenney!

Keep in mind that the couples who are followed in this documentary could very well be genuine, it wouldn't be fair to judge them based on the fact they took part in this documentary.
The stories of people who have been deceived are very real and heartbreaking. Take the artist and her "husband". The wedding video looks sweet. I would have thought they were genuine based on that. And yet this guy runs off within 3 weeks and somehow manages to rape the system.
Some of these people have "spouses" who run off immediately upon landing and go on welfare. The sponsor has to pay it all back. They become emotionally and financially bankrupt.
Based on this, I'd say a conditional PR would be a barrier to weed out more ill-intended people. It would probably come with a new set of problems, but it might be better what they have now. What they have now does nothing to protect Canadians who make a mistake blinded by love, and to boot it gives genuine spousal immigrants a bad name.
