Sent Passport for COPR three months ago and haven't received my passport back

I wanted to check if anyone else is one the same boat. I sent my passport to get my COPR on November 4th 2020. One month later I got an email from CPCO saying that my passport photos do not meet their requirements (I took the photo from a professional photographer). I sent them a new set of photographs and one week later they again sent back an email saying that the new set of photographs are not meeting the requirements. I could swear that the second photograph should have met their requirement. I checked those pictures with other friends who got the COPR in the past and they confirmed that their photos were worse than what i had but still they got their COPR. Anyways, after I sent those photographs, it's been two months and i haven't got back anything from them. I have been sending email to CPC ottawa and also making web form requests but no reply. At this point, i need to travel abroad and i don't have my passport. So i'm not sure what to do. Need some help in this forum
