I think you'll find my example helpful. I landed on June 28th. My PGWP expired March 17th, week before it expired, I applied for an extension without LMO, knowing it will get rejected, but it'll buy me a few weeks on implied status. Soon enough, I got the rejection, and I stopped working, and planned to apply for my restoration of status as a visitor within 90 days. That would have taken me to August 5th.
I got my PPR on June 22nd, and applied for my restoration of status as a visitor on June 26th ONLINE. I was told by CIC that it is ok, but i need to print out a confirmation that I applied, and also a copy of the receipt, incase I have to prove my legal status in the country. I did all that, and landed at the border with no problems. So don't worry, as long as you apply 90 days after your implied status expires, you are legally ok in Canada at the time of your landing.
