Seniors, pls help explain the pre June 2010 backlog

I have been trying to understand the backlog from the letter sent to certain applicants.
I quote part of it.
"Unfortunately, it will take longer to process Federal Skilled Worker applications submitted under the first set of instructions (between February 27, 2008 and June 25, 2010) than originally projected.
During this time, the department received applications for more than 425,000 people, and 144,000 of these have not yet received a decision.
This number represents more than twice the number of projected admissions under the Federal Skilled Worker program in 2011, so many of these applicants will have to wait two years or more to be processed."

If 144,000 is twice the number of projected admissions for a single year, then how could they have issued 281000 visas under FSW in two years (Feb08 to Jun10)?
Am I missing something?

That wasn't in two years but in 3 years i.e., Feb 08 to Apr 11.

They started spreading this message after April 11.

Still doesn't quite add up.

Why are most VO's still showing processing times of 12 to 18 months?

because most of the applicants who applied in 2009 already got visa!!!!!!
applicants for year 2010 are left...
