Hi, I have a question from my friend...

Do you know, if mailing address is some country in Eastern Europe, will CIC (Ottawa) send passport there ?

I know about option to declare some address in Canada for CIC, and then send from Canada to Eastern Europe by yourself, but I am wondering, if Ottawa can send passport directly overseas ?

You need to have a Canadian Address - all applications process inside Canada are for those that are in Canada.
If you are outside Canada then you should have updated your address and inform them to process it at your local processing office.

I think this is not correct. There are many cases when CEC applicants after finishing their work in Canada move outside Canada, and their applications are still processes in Ottawa. Secondly, CEC is considered as PR application from outside Canada (if you check your CEC status online http://www.cic.gc.ca/english/my_application/status.asp, you need to chose category applications outside Canada).

I believe you are wrong. You need to update CIC if you are moving to a different address.
Please check this site carefully on how you update your address: http://www.cic.gc.ca/english/information/change-address.asp

CEC applicants update CIC about moving to other country (and change address), but their application is still continue to be processed in Ottawa.
Question is: will Ottawa send passport overseas ?

Your application would be reviewed in Ottawa office. But you can ask Ottawa office to transfer your file for medicals and PPR to the country where you live.

Passports shouldn't be sent country to country through post.

What will happen is someone has mailing address in other country and submit his passport to Ottawa from other country ?
Will they send it back ?

I am not sure. As per law passports shouldn't be sent through overseas by post.Hence Ottawa office may request for Canadian address otherwise they may surrender it to your country embassy. But I am not sure.Seniors can help.

It depends on what country you are residing, it is not illegal to send passports from all countries. Some countries are such as India.

you can send passport to Canada, but the only concern is that Ottawa will send it back through regular post without any tracking record, so it is risky.

As other memebers suggested, you could firstly try to discuss with cic to arrange the case to the country you are residing and if this is not possible, you will have to send to Ottwa directly.

I have not seen nor heard of OTTAWA sending passport to overseas. Clearly, there is a processing office for Inside Canada and Outside Canada applicants. That is why there is the "UPDATE THE ADDRESS" option. Also - that is why CIC has offices globally. He should have of updated his processing office with his current address.

It is not too late though, I read a similar situation but the applicant had requested to send his passport to the local office incharge of his residence then and the request was granted.

Good Luck!

Does this have implications for the processing time? Would the application go back to step 1, or would they carry on as normal?
