Hi,
When my parents applied for citizenship, they did not include police certificate from country of nationality, because it could take months and they wanted to apply earlier rather than later. They explained the reason and mentioned that they have applied and will send them as soon as they get ready. They got their AR on December 20, but their case is not In Process yet.
The police certificates are ready now, and I was wondering if we should use the in-case inquiry and send them a scanned copy? Would there be a better option once their case becomes in-process? Or should we just wait until they ask for Police Certificates? My parents live in Vancouver.

There is no harm in sending through case specific enquiry and uploading the same with an explanation since you have your file number.

Use the file# and upload the pcc to the case specific enquiry webform.
Also, if the file is still in Sydney NS, quote the citizenship file# and send the PCC there.
If the file has transferred to your local office then send PCC to the local office.
