Hi, This is a case of a minor who did not meet the RO before his PR expired. He applied for a PRTD after completing 18 years of age and got it approved as the first opportunity to immigrate to Canada after becoming major. Now he has landed in Canada about two months ago and wants to know if he can apply for a renewal of his expired PR card now. Is it advisable to apply now or wait for two full years to complete in Canada? If there is any emergency during this time, he would not be able to travel outside and what would be the alternative in that case? He is a student in a good University now pursuing his higher studies. But the risk of applying for a renewal of PR card is the IRCC may reject it for not fulfilling the RO and what would be the status in such a case? Please advise. Thank you for your time.

Please have him check the prtd inserted in his passport, there should be a code there - something like rc-1 or r-1. I believe it is found in the field titled 'category.'

If approved under RC1 he can apply for a PR card right away. Assume he also needs a PR card to apply for a health card. Even if he still has a valid one he was required to reapply because he didn’t meet the residency requirements.

Yes it is RC-1. Does that mean that he can apply for renewal of PR card without waiting for two years from now?

Thank you very much. Do you think he should engage legal counsel to get this processed or can he straightaway apply on-line. Please suggest.
