Second TRV Rejected, need advice and help

My girlfriend/fiancé just got denied a second TRV visa, making it impossible for her to visit me in Canada. In January of 09 she was approved for a 6 moths visa and made it over to Canada for 2 month visit. She left before the visa expired and would like to return. We have filed documents for a second TRV visa within the same year, and that one got rejected. (despite the fact that her passport had a previous Canadian visa)
We are at a complete loss and looking for a direction.

Depends on the reason why the visa officer rejected the application. Overcome the rejection points then apply again.

Yes. Type what the officer said in that letter.

the rejection points are checked by the officer in the rejection letter.

Still waiting for the letter and attempting to get CAIPS notes as well.
Did not see the letter myself, but from what i understood it said "i am not convinced that visit is necessary"
bah, let me pay some more taxes, maybe that will help 8)

Finally got the rejection letter. It states:
"After a careful review of the information and the documentation contained in your application , I have concluded that you do not meed the requirements of the Act and Regulations for the reasons indicated below:

You have not satisfied me that you meet the requirements of Regulation 179; that you would leave Canada at the end of the temporary period of you were to enter. In researching this dessication, i considered several factors, including:
Any history of having contravened conditions fo entry on a previous stay in Canada; your travel history; your immigration status; your family ties in Canada and in your country of residence......."

And one more point was checked:
"I am not satisfied that you have a compelling or credible reason for travel to Canada, given your circumstances"

I am about to send a fax to the embassy. As this was done by several people that i know, and they were able to overturn the refusal.

no, they will not overturn the refusal, but will ask you to submit another application.
the lack of ties and not satisfied that you will return are the most frequent reasons they refuse on.
but the reason that they do not see a reason for you to visit Canada really made me shocked - how they can decide for you? what's wrong if you just want to visit country, see its nature, meet people?

The person visiting Canada has to have sufficient family ties in Canada or in their home country?

Ties need not be just family ties but factors that would make the applicant want to go back to the originating country, not necessarily the home country. This could be a combination of job, family, business, financial consideration.

Just to give everyone an update. We got married and at the bottom of Family Class Sponsorship.
This is a really painful process almost done.

I have one question.
It has been just over 12 months since we submitted the application. The application has since been trasfered to Moscow office and all fees paid and charged.

I have made a request to the office quoting my file number and got following reply:
(Can anyone clarify for me what this means?)
