First . Need help on eligibility for second time renewal of PR card while staying outside Canada from last 5 years , PR will be expiring in SEP 14

Second . can i send the application from here.
 
To renew your status, you must have lived in Canada for two out of the last 5 years. An exception to this residency rule is made if your spouse is a Canadian citizen and has been living with you outside of Canada.

If you do not meet the residency requirement and your spouse is not a Canadian citizen who is living with you outside of the country - then you do not qualify to renew your PR status.

PR renewal application must be mailed from within Canada.
 
One more exception is if you were stationed abroad by your Canadian employer (like for the government/military). It has to be where you applied for a Canadian position and then you got moved abroad. Applying for a position that was already abroad does not count, even if for a Canadian employer.

I applied to renew my PR 3 months ago I mentioned I lived with my Canadian wife and attached all evidences and proofs. now the
card renewed and ask me to come and received in person. and since I am living outside Canada with my Canadian wife and my card
is expired, can I ask the to send the new card by mail to my Canadian address.
Your advise is highly appreciated.

Immigration does not cater to PR's who live outside Canada. Therefore, they will not mail it if they have already asked you to pick it up. Your options right now:

1. If you are visa exempt, go to Canada with your expired card and your letter to pick up the new one. They will let you enter.

2. If not visa exempt, but able to travel to the US, go to the US and cross to Canada by land.

3. If not visa exempt and unable to travel to the US, apply for a PR travel document at a Canadian embassy so you can pick up your card.

If you do not go to Canada and pick up your card within 6 months, they will send it back to headquarters and have it destroyed and you will have to apply again.

My questions now, since I live with my Canadian wife outside(legally), they know that, Can I call them to send the Card to my Canadian address.
or Can I call them and ask them to keep the Card for 5 weeks tell I get the PR travel document from Canadian office.
I am waiting your answer.

If they have asked you to collect the card in person, you must collect it in person.

many thanks mr. torontosm; as I can not arrive Canada within February 10 CAN I ask them to keep the PR card for 5 weeks more

You really should read the correspondence from CIC - it should state that you have 180 days to collect the PR Card from a given date or it gets destroyed...does this fit in with the 5 weeks timeline you mention? Carry proof of the relationship, your spouses citizenship, and documentary evidence of accompanying e.g. joint leases etc in case CIC decide to further verify your declarations.

Thank you Mr. Msafiri, the given date to come and receive the PR card is 12/2/2014 and it is not mention 180 days to collect I submitted all
documentary evidence with the application. shall I call them to ask for more time to come to collect.

Sure call the Local Office if you have their number stating you are making travel arrangements. The 180 days is based on legal regulations but CIC don't always include these in their correspondence..they would mention it for sure if you failed to show up in a follow up letter. If you can better to write/fax CIC in addition to the call.

When you show up to collect in person they don't just hand the card over..they will likely examine your passport stamps. Carry what original documentation you have other than your spouse's passport. It will save you the hassle if the CIC officer decides to ask for paperwork...its not like you can fly back home right away. A little preparation will save you time.
