Just one quick question guys. If someone has already registered in the SNIP portal (the day it was opened) and also completed filling his application and only left with uploading the documents, can he still upload and submit his application, provided the fact that SNIP is closed for EE and in demand occupations?

If he did make payment with his mastercard/VISA card, then it is deemed that he has made a successful application submission which he should get an email for.
THEN READ BELOW:
As per SINP website, your application may become illegible for processing if you did not upload all required documents and they may send you a mail why that decision was reached and what you need to do in case you decide to re-apply.
This is quite different from the situation whereby you uploaded all the required documents but you have a document containing errors detrimental to your application and you needed to make some changes in that document(s), you may attempt to quickly mail between the date of application submission and before the SINP immigration officers starts processing your batch. In that case, you may quickly send an email to their address with a very clear Letter of Explanation (LOE) explaining what information changed on the specific document you you emailing the corrected version to them and hope that they accept your corrected document.
