RPRF to COPR? How long?

Was "invited" to pay RPRF a few weeks ago, and did so promptly.

Is this an indication that I may be getting closer to COPR? I assume they don't ask applicants to pay RPRF unless they are close to making a final decision right?

My app is at CIC Ottawa and has been processing since May 5th.

I answered you in a private message you sent me but to reiterate, it is not a case of they are about to approve you so they ask for RPRF. Paying RPRF does not guarantee approval as most people pay it upfront and some are rejected. This is not to say your application will be rejected, just wanted to clarify what you said.
