Folks when do cic consider the application is non routine? Is it Only for applications with RQ ! Or even if they request additional one/two documents post test? In my case they requested entry exit record of movement! Will this request put me on the back burner for 36 months ?!!

The reality is that you never know, I'm at 37 months point already and haven't even got the test date yet, so there's absolutely no way to predict how slow CIC will process your application.

Though they say fingerprinting request makes your process non routine. I have seen friends get their test invite in 60 days from the time you send it back. So do get alarmed and push unnecessary triggers. Wait for 3 months and if you are still not sure then order ATIP.

Anytime CIC request any additional info, RQ, or Fingerprints application becomes non routine. That doesn't mean it will take up to 36 month to process. Some cases with months or two they process, some cases it takes longer. It's all depend on profiling, and luck.
I have seen people been requested additional paper and been called for test within month also same for FP. But some cases it is taking long time some people are waiting more then 36 months.

We have to distinguish new applications under the new rules from old applications under the old system. For applications that were sent in 2011, 2012 and even 2013 there is really no limit as they can take 40+ months. My application has been processing since October 2011 and I still don't have my oath. For new applications e.i those that were submitted in 2014 the process is very smooth and fast as they can take a little as 6 months and up to a year to process which is still very good.
