well people can get TRV's without invitation letters, not everyone is going to Canada to visit friends/family. you can write a letter as a "friend" but it doesn't seem very reliable, i don't know.. she can say she's just traveling, but alone.. ? if she's traveling she needs to have a return ticket to Romania, an itinerary to show .. and lots of proof that she will return. does she have a job to come back to? a house? family? these all contribute to a strong application. regarding her travel history she probably doesn't have any passport stamps given the fact that she only traveled in Europe, but maybe she still has some old boarding passes or such.. maybe some airplane ticket confirmation emails? So you suggest she applies for TRV without an invitation letter from me? When she comes as a student I would pay her tuition fees so money is not a problem at all. Its only about staying together.
you also need to think that if she does this and then you get married and submit an outland app, CIC will see that she claimed to be just a "tourist".. but then she came to Canada and married you (they will have her previous UCI number).
not sure if this raises any red flags but it would probably show CIC that she wasn't honest when she applied. maybe it's nothing but i imagine CIC as being awfully thorough and suspicious about everything
