First of all what are you asking about exactly? Do you want to return to Canada with being 3 months short of RO? Do you have PR card and you are just worrying about questions or you do not have valid PR anymore (maybe an expired one) but you need a PRTD? Or do you need to renew PR card?

I need a prtd with 3 months short of ro

it’s corona times and it should be a valid reason to avoidtravel

Is ro very lenient during the pandemic time
Leniency is individual specific, as well as the agent you encounter. If you have a good case why you couldn't move in the last 3 years and are moving now for good with just 3 months short of RO, you should be able to get through the border or get PRTD.

However, if you take another year to move, the chances become more bleak.

When you leave moving until the last minute in order to meet your RO you put yourself at risk because if anything comes up you then no longer comply with your RO. Traveling for leisure isn't recommended but traveling for other reasons is acceptable. There have also been many people still traveling and traveling in and out in Canada. The best chances of returning without being reported is to come to Canada as soon as possible. Given the job market it may be a tough time to move but that's a personal choice so you'll need to evaluate things like your current job status, your savings, how easily it may be to get a job in Canada (there are certain sectors that are still hiring), whether you have a good job currently, how important getting PR is (doesn't make sense for everyone), whether you'll be able to live in Canada for 2+ years without leaving, etc.
