Right time to create profile

Hi Friends,
Please let me know whether this month is right time to create profile as this is the last month in this year. Or is it good to create the profile next month Jan 2016?????

Also please let me know whether am I eligible, please find my details below,
1. IELTS - R 7, W 6.5, S 6.5, L 6.5 (6 is the minimum score mentioned by canada immigration)
2. I have B.sc maths and MS Software engineering
3. 5 years 3months IT experience
4. I am 26 year old

Their is no right or wrong time to create EE profile. Just create it and see what score you end up with.

Your ielts score is low. Try to improve that and your crs will increase substantially.

After you get ITA, you will have to attach it along with other documents.
 
For what it's worth, I consulted some of the top astrologers in my godforsaken country and they advised that the best time to submit my EE profile was when there was a blue moon over the South-East sky while Jupiter was delivering pizza to Pluto and Saturn was courting Mars and Venus was busy knitting sweaters for Saskatchewan, Earth :P
