What do they review? What makes one eligible? How long does that take?
 
That used to be a simple question to answer. I would have told you to find a document on CIC's website (http://www.cic.gc.ca/english/resources/manuals/ip/ip08-eng.pdf) and look at the flowchart on page (49?) to answer your question. Unfortunately (but not surprisingly) that flowchart has been removed.

You should still read through the new version of IP8, just for fun, or just start on page 20. Your question is eventually answered on page 22, section 5.15.

*edit* this wold be for an Inland applicant, but the eligibility requirements to apply for Outland sponsorship should be pretty close, except for the cohabiting with sponsor part.

Urgh!! So timing wise we have no idea eh?!?! Its kinda outdated. Is it mississauga or the vo that does the eligibility review?

Mississauga processes the sponsor applications. The visa offices process the applicants coming to Canada.

And in the case of inland applications, they process the applicants too (unless interview or closer review required -- then it's sent to a CIC office local to the applicant).

Hey ,

they review the documents you send and make sure everything is legit and then they want to make sure the story you'r telling makes sense and your relationship is genuine and you are not just looking for an access to Canada .
what makes you eligible is meeting all the mentioned above plus No Criminality and no security issues . as for how long it take that's the hard one ,depends on too many factors starting from your country of Citizenship to your ability to quickly supply documents if and when needed .

eligibility is the backbone of your application and the most important part .

Actually, the criminality, security and medical is all part of the second phase; Admissibility. This comes after the foreign national has met the eligibility requirements.

How do you know what phase is checked 1st ? My eligibility and criminality passed in the same day on my CIC . as matter of fact my GCMS notes showed criminality passed before eligibility .
and my medicals passed longtime before that .
 
Why background check could be stuck on in progress for a year and eligibility haven't even started? Isn't this basically same thing?

Ponga is right here. However, they've started doing security and criminality at the time they start the app. They run independently and when completed are stored on that date in GCMS for review.

The last step is a global review of the person, not their eligibility.

Generally no. They call it Background Check in myCIC. But lately broke that :(.
 
If review of eligibility is the first step then how come in our My CIC it states:

Review of eligibility: The next step is to review your eligibility.

Background check: We are processing your background check. We will send you a message if we need more information.
