Hello All,

I was a landed Canadian PR in June 1996 but left Canada in October 1997
to work in the US (which meant I lost my PR status). I would like very much
to go back to live and work in Canada now.

What would be the best way to this? Currently, I score 75 on the self-assessment
test. What are the ramifications of having left Canada if I re-apply again?
Is it even possible to go back to Canada as a PR without applying anew?

Only option is to apply anew, (unless you have Canadian citizen spouse accompanying you)

is counted starting from the time the application was submitted?

Skilled work experience is counted 10 years back from the date of application.

Do I have to be in the US in order to apply at the Buffalo office? Can one leave the US and still apply at Buffalo as long as one have been admitted legally for one year in the US?

As far as I know, one has to be present in US to apply from the Buffalo office even if he/she is admitted legally. You can also apply from your home country in which case you don't have to be present there.
Anyone, please correct me if I am wrong.

I think you can apply in Buffalo office if you can prove that you have 1 yr. of legal stay in the US. All the correspondence between you and CIC should be address in the US.

You can leave the US while your application is in process in Buffalo office but make sure you can get hold of any letter that CIC will sent you. Hope this help.
