My advice, would be to fill up a new application, ensure that it does not have a Brazillian address or chosen VO and then send it to the new address for processing in Missisauga.

Of course, they all have the validation button thingy if you do it on your computer, which will help to get a lot of that information into the system without too much close scrutiny.
