There is no proof that it was directly due to them not having a valid PR card. The fact that they weren’t actually planning on visiting the US likely had something to do with not getting a U.S. visa.
It’s impossible to know exactly what would lead to a U.S. visa approval. Getting a U.S. visa because you want to try to enter Canada via a land border is likely not a great reason to grant a visitor visa. In general to get a U.S. visitor visa you should show younplan on visiting the U.S.
