I think, No matter how many years you have lived before becoming PR, they will consider it as Just 1 Year. Correct me if i am wrong.
 
Current requirement says:
Please note that you cannot meet the residence requirements for citizenship without a minimum of two (2) years as a permanent resident.

So if they keep this, we still need that 2 years after becoming PR to be able to apply.

According to this, you will not be able to count any time spent in Canada prior to becoming a Pr towards citizenship:

Its sad..The bill says that out of 6 year you need to live 4 years in canada. This will affect the overall growth it will make us think twice before taking over seas assignments

It certainly looks like they want citizenship applicants to have stronger ties to the Canadian community, including being physically present here and paying taxes, etc.

The good news is, if you want citizenship more quickly, just join the army! :D

I don't think that would be so bad *if* the processing time for applications comes down to 12 months the way they are forecasting it will, but as we all know from such efforts with other CIC managed programs once people catch up with the new system it doesn't take too long for the backlogs to return. The combination of extending the years of residency required and not being able to count *any* time prior to receiving PR is a bit of a bummer too.

They are predicting an enormous drop in the backlog, of course, because they are planning to make a huge group of people who would be eligible today or would be eligible in the near future ineligible (at least until they are here for more years). Seems pretty similar to how they "reduced" the backlog on the FSW by killing it for a few years.

Noooooo days spent here before PR are not cointed.. u need to live inside Canada 4 years after PR without even leaving any day
 
maza be careful quoting other posts because you're doing it wrong.

And yes, it does look like the bare minimum is four years as a PR before one can apply for citizenship, whereas it was previously two years.
