Required status or Visa length..

(she is Russian citizen , I am Canadian citizen)

I am sponsoring my wife to Canada and we want to apply from US where she has a visitors Visa for 1 yr.time-frame (total 6 months of presence allowed in USA, she used 1 month of that so 5 left).

My question is is there a certain requirement from Canadian govt for applicant to have certain status or Visa length in country he/she applies from?

In another words is Visitors visa for 6 months acceptable or she needs other type of status?

To apply via Buffalo she would have to have been ADMITTED to the US for 1 year. From your post it would appear that she was admitted for 6 months. So she can't apply through Buffalo, the application has to go to Moscow.

What if she applies and gets US student visa for 1 yr after she arrives to NY and then after that we send in the application.
That wold also save us time, because she needs to perfect English anyway and would have had to go to English language toefl school in Canada.

Would that work?
