As the title suggests, I am renewing my mom's PR card. Since she arrived, she has left Canada. Do I still need to prove residency? If so, how? She does not have a passport. Will using her old PR card and BC services card be good enough?

Without a passport, how did she leave Canada? And she need to be in Canada at the time application.

sorry, I meant to say she hasn't left Canada since she arrived

It is in the instructions.
1) She'll provide evidence (two pieces) of having lived in Canada. It does not need to cover the entire time. Things like NOA/tax returns may be sufficient. Read the instructions for other examples.
2) Her expired passport will be acceptable if it's the same one she used to become a PR.
Again, in the instructions.

She likely and should have filed tax. So NOA would be one of the proof.

Repeat: have you read the instructions?
https://www.canada.ca/en/immigration-refugees-citizenship/services/application/application-forms-guides/guide-5445-applying-permanent-resident-card-card-first-application-replacement-renewal-change-gender-identifier.html#5445E4

"
  • A copy of one of the following primary identity documents:
    • your valid passport or travel document or
    • the passport or travel document you had when you became a permanent resident (if applicable, include the passport page that was stamped when you arrived in Canada and became a permanent resident) or
    • the certificate of identity or travel document issued by the Minister of Immigration, Refugees and Citizenship Canada or a foreign country.

  • Note: The copy should show:
    • the document type and number;
    • issue and expiry date;
    • your name;
    • your photo; and
    • your date of birth

In exceptional cases, if it is impossible for you to obtain any of the above, you must provide a:"

More in the actual instructions.

Now I do not know specifically what she showed to establish her identity or specific circumstances. Presumably she could include and show documents before OR the identity docs referred to in the instruction (issued by IRCC).

Country of origin might help others respond, as doc availability from some countries is a known issue.

You may also want to look specifically at the refugee / protected person section here. She is not the first to renew based on not having some docs because of arriving as a refugee.

And try to phrase your question with the important information: she does not have a currently valid passport because she came here as a refugee without documents and cannot/should not obtain a passport from country of origin.*

Providing the information others need to help you gets better quality responses.

She absolutely should NOT renew her passport.
she is not renewing her passport, because she doesn't have a passport. the only thing she wants to do is renew her PR card as it is nearing expiry.

she does NOT own a passport and she is NOT renewing her passport. she is trying to renew her PR card.

We are clarifying because there was advice up to renew foreign passport* - which may be correct advice in most cirumcstances, it should NOT be done by (former) refugees/protected persons [at least until after they become citizens of Canada, anyway.]

This is one reason why it's important to state the relevant facts - i.e. she does not have a passport / did not have one when she entered Canada/became a PR.

*I write foreign passport meaning, well, not Canadian passport.
