Removal order but landing interview

Please someone help.
If one was issued a removal order that was not executed pending their sponsorship application;6€
1.Can they land in canada after approval or must leave the country?
2At the landing interview,on the COPR paper,their is a question if one has been refused entry or ordered to leave Canada,should they answer yes or no.
