Here are some things I don't understand in ur request fr a Student visa fr ur Bro and I think these r some questions that will be running in a CIC officers head too,
Ur a Citizen - then why dont u sponsor ur brother, instead going for a student visa. U say ur making good money so u shld not have a problem with tht.
Low Ielts score - Does he really wnt to study? can he manage the Canadian society?
Low marks - I have seen few cases in which a student has got student visa based on SOP,eventhough they got low marks. In ur case u wrote the letter of explanation fr ur Bro,this shows total lack of interest in ur bro's end
In my opinion, ur Bro sounds like someone who is spoiled and doesnt have a need to come to Canada,since he gets everything back home (or) may be he really wnts to stay in his home country and wnts to make a living there. Talk to him and know wht he really wnts to do .
If u still wnt to try a study visa, ask him to improve his Ielts score and ask him to write the SOP on his own,where he can show some passion towards his future. I would also suggest u to state that as a sister u r willing to support his education and stay only (do not mention anything more than that, things like ur parents on supervisa and so on.)
Even this forum is a good example abt ur brothers lack of interest. U shld not be asking all these questions, ur brother shld be doing it. A student who has interest will be doing it fr sure. I apologize if I was harsh in any of my statements. But this is the reality and u have to live with it
