How many ever suggestions you may request for from forum members, ultimately it's CIC, who'z the
deciding authority.
Hence better you ask for clarifications from CIC or go for an appeal at the earliest against CIC's decision
 
You need to appeal against it, as it's hard to understand 4 points instead of 5 for 17 years of education. Visa officers are human and they can make mistake as well.

May I know what do you understand by FULL-TIME education? This is to make sure everybody has the
same understanding.

I hope it's a government university and accredited by AICTE and university grant commission , if it is then this is the fault at NDVO end.

Mate even though it's been done through distance learning you are entitled for full points as its full time equivalent ,as long as you are fulfilling the conditions set in OP 6 manual

I woud like to quote here that tho u r rightly saying abt ur wife's qual but its worth mentioning here that there are certain universities here in india which are not considered by CIC. plz tell me, do u have CAIPS, VO must have commented on that in CAIPS.

second thing, there are only few things which cud be challenged in FEDERAL COURT, breach of procedural fareness is one of them, rest they leave on Visa Officer's discretion.

i hope you completely went by the guide and checklist and no assumptions were made..

My status had changed into DECISON MADE before the real in process date and before medicals.

How long will i receive a letter from the VO incase it is a rejection?

Please advise.

This is a REALLY IMPORTANT POINT! Check that the University WAS accredited at the time the degree was earned. Even if it was accredited the year after, they will not count the degree.

If you have checked that everything appears to be in order and the error is on the VO side, search on canadavisa.com site for the process under "How to Deal with an Unfair NER" and see if this will help your situation. CanadaJimmy was successful and Cappuccino has it on his blog as well. Good Luck!
