You can try, but I am afraid the visa office will not consider any new documentation. Unless you can prove they made a mistake with the documents they had at the time they made their decision, then regrettably an appeal will not be possible.
CHC still have over 160,000 FSW applications in their inventory, even after they scrap the proposed 280,000 pre-Feb-2008.
So from this angle I can kinda see their point, they cannot be expected to continually leave the door open for appeals by applicants sending new documents. They can only make their decision on the documentation they have at the time.
I realise that's not much help, but have you considered trying to secure a job offer and reapplying under FSW Category 2?
